Role of the LSCB and its objectives

The LSCB is the key statutory mechanism for agreeing how the relevant organisations in Cornwall and the Isles of Scilly will co-operate to safeguard and promote the welfare of children in the locality, and for ensuring the effectiveness of what they do.

Objective of the LSCB:

  • To coordinate and ensure the effectiveness of what is done by each person or body as represented on the Board for the purposes of safeguarding and promoting the welfare of the children in Cornwall and the Isles of Scilly.

Safeguarding and promoting the welfare of children includes:

  • Protecting children from maltreatment.
  • Preventing impairment of children's health or development.
  • Ensuring that children are growing up in circumstances consistent with the provision of safe and effective care.
  • Undertaking that role so as to enable those children to have optimum life chances and enter adulthood successfully.

The core functions of the LSCB are:

  • Developing policies and procedures for safeguarding and promoting the welfare of children.
  • Communicating and raising awareness to persons or bodies within the area of the need to safeguard and promote the welfare of children.
  • Monitoring and evaluating the effectiveness of what is done by the parties individually and collectively.
  • Participating in planning and commissioning of services for children.
  • Collecting and analysing information relating to child deaths.
  • Undertaking serious case reviews and advising parties and agencies accordingly.
  • Scrutinising safeguarding activities undertaken by the Children's Trust Board and Board member partner agencies.
  • Any other activities that facilitate or are conducive to the achievement of the Board's objectives.
